Gangster Films and the Hays Code

I personally don't think that "Angels With Dirty Faces" follows the Hays Code. There is a few killing scenes in it, including a couple of cops being killed as well. Also, in the movie, they made the main criminal seem like a role model to some of the kids you live in the streets and at times break the law. The main criminal also wins at some few situations throughout the movie which isn't part of the Hays Code.
